Instructions: Preheat oven to 425. Coat a 3 qt baking dish with cooking spray. Cook potatoes in boiling water for 10 - 15 minutes, until tender. Drain. Meanwhile microwave cabbage 6 minutes or until soft. Drain and set aside. Mash potatoes. Add cream cheese, milk and salt. Mash until smooth. Texture will be runny. Fold in green onions and cabbage. Add pepper to taste. Spread mixture in baking dish and top with cheddar cheese.. Bake, uncovered, 35 - 45 minutes or until golden. Let stand 10 minutes.
