Instructions: Cut all fat and bone from blade steaks. Cut lean meat into serving size pieces. Into a large casserole dish pour the one cup water and then add the cut meant in one layer. Cover with all the green beans. Mix well the flour, salt and chicken soup base, together. Sprinkle evenly over the beans. Now add a layer of onions then a layer of carrots and finish with potatoes. Cover and bake at 325 F for 3 hours. 6 servings
