Instructions: Heat the oil in a large nonstick skillet over the medium-high heat. Add the garlic and red pepper flakes and saute for 1 minute. Add the onions, peppers, chili powder, cumin, and oregano. Saute for 1 minute. Add the beans and salt. Cook, stirring, for 2 minutes. Stir in the vinegar and black pepper to taste. Garnish with the parsley. Serve immediately.
