Instructions: Combine water, garlic, cumin and salt in a small saucepan: bring to a boil. Stir in couscous; cover and immediately remove from heat. Let stand 5 minutes. Fluff couscous with a fork and transfer to a large bowl. Stir in l tablespoon olive oil and cool, stirring occasionally. Stir in remaining 1 tablespoon oil, lemon juice, pepper, beans and tomatoes, cover and chill 3 hours and up to 24 hours.
