Instructions: Directions: Boil water and pour over bulgar. Set aside for 10 minutes. Heat oil in large skillet. Saute onion, garlic, celery, and bell pepper for about 4 minutes. Add hoisin, chili paste and soy sauce. Cook for 3 minutes. Drain bulgar. Add to pan along with peas, parsley, carrots, lemon juice, salt and pepper. Cook for 2 minutes until heated through.
