Instructions: In a pot, boil the meat and onions until only a little liquid remains. Add the parsley, green onions, and rice until you get the consistency of a fairly wet stuffing. Season with salt and cayenne. Roll the mixture into balls. Season the flour with salt and cayenne and roll the balls in the flour, covering well. Dip them into the milk and back into the flour again. (At this point these may be frozen for later use.) Place the balls in a preheated deep-fryer at 375 . Fry until golden in color.
