Cream butter and sugar. Add milk, vanilla, and salt. Mix well. Blend in flour. Roll out, half at a time, to about an 11x9-inch rectangle. Cut in squares and place on ungreased cookie sheet. Bake at 350 degrees 12 to 16 minutes, until light brown. Cool. Spread with 1 teaspoon filling on each. Top with 1/2 teaspoon icing. Decorate with a pecan half. Caramel filling: Combine in top of double boiler, caramels and milk. Heat until melted, then remove from heat and add remaining ingredients. Chocolate icing: Over low heat, melt chips into milk.
