Instructions: In dry skillet, separately toast cloves, peppercorns, coriander, cumin, fennel, and mustard seeds on medium heat, taking care not to burn. Mix toasted items and chilies in spice mill; grind to a fine powder. Mix with the rest; mix until uniform color is achieved. Store in airtight container.
