1/2 cup Flour
1/2 tsp Soda
1/2 cup Butter
24 x Light candy caramels
2 tbl Cream
1/4 tsp Salt
1/2 cup Brown sugar firmly packed
1/2 cup Chocolate chips or
Butterscotch chips
Instructions:
Instructions: Combine in mixing bowl flour, salt, soda, brown sugar and rolled oats.

Cut in butter until particles are fine. Reserve 1 cup. Press remaining mixture into the bottom of greased 8-inch pan. Bake at 350 for 10 minutes.

Combine caramels and cream in top of double boiler; cook over boiling water until caramels melt. Spread carefully over base. Sprinkle with chocolate or butterscotch chips; then add reserved crumb mixture. Bake at 350 12-15 minutes. Cool; cut into bars.
