Instructions: Preheat oven to 350 degrees. In a double boiler or microwave oven, melt caramels in milk and stir until blended; cool slightly. Combine oatmeal, brown sugar, flour, margarine, baking soda and salt. Press half of the crumb mixture into the bottom of a greased 11-by-7 inch or 9 inch square pan. Bake 10 minutes.
Sprinkle with chocolate chips and nuts and spread melted caramel mixture over the top (do not go over edges). Crumble remaining topping mixture over all. Bake for an additional 15 to 20 minutes until top is brown. Cool slightly, then refrigerate for 1 to 2 hours before cutting into small bars or squares. Note: Use stick margarine.
