Instructions: Cookies:
Cream margarine, sugar and eggs in a large mixing bowl. Add vanilla; combine flour, cocoa, soda and salt in another bowl, then add to creamed mixture.

Drop by teaspoonfuls onto greased baking sheet and bake at 350 degrees F for 8 - 9 minutes. Cool on a wire rack.

Frosting:
In a medium bowl mix powdered sugar and flour, then make a well in the middle. Add all other ingredients except Milk to center of bowl, then begin mixing with electric mixer. Add milk, one Tbsp. at a time until frosting is desired consistency.

Spread butter cream frosting between cookies to make sandwiches.
