Instructions: Directions: Whisk together the peanut oil, cilantro, soy sauce, garlic, ginger, and red pepper flakes. Marinate the chicken wings in the sauce for at least two hours. Drain the wings from the sauce and place them in a single layer into a shallow roasting pan. Bake at 400 degrees for 20 minutes, until golden brown and cooked through. For the sauce, combine the vinegar, sugar, water, and chili-garlic sauce in a sauce pot. Bring to a boil, then reduce the heat and allow to simmer for 20 minutes until thick and syrupy. Toss the cooked chicken wings into the glaze sauce. Garnish with the chopped scallions and serve with white rice.
