Instructions: Sprinkle the meat with pepper; brown the meat in hot oil in skillet. Add mushroom soup, water, onion and soy sauce. Cover and simmer for 1 1/2 hours or till meat is tender. Add cabbage and bamboo shoots; cover and simmer 8 minutes more.
