Instructions: Heat oven to 350. Combine flour, sugar, 1/2 cup butter and cocoa. Blend till dough ball forms. Press into ungreased foil-lined 9x13" pan. Arrange pecans on top. Press down slightly. In small saucepan combine remaining butter and brown sugar. Cook over medium heat till boiling. Boil 1 minute stirring constantly. Pour over dough. Bake for 20 minutes or until toping is bubbly. Remove from oven and sprinkle on chocolate chips. DO NOT spread.
