Combine the cream cheese, egg, sugar, and salt and mix by hand. Then stir in the chocolate bits and set this mixture side. Preheat oven to 350 degrees. Mixture 2: Sift the flour, cocoa, sugar, soda, and salt together. Add the water, oil, vinegar, and vanilla, beating well. At first it will appear to be unmixable but just keep beating. Use muffin tins and fill 1/2 to 3/4 full with mixture 2 (flour and cocoa). Use small paper liners. Then drop one tablespoon of the cheese mixture on top of each one. Bake for about 20 minutes.
