Instructions: 1. Trim large leaves off broccoli, and remove tough ends of lower stalks.
Wash broccoli, and cut into florets. 2. Arrange florets in a vegetable steamer over boiling water. Cover broccoli and steam 4 minutes or until crisp tender. Transfer broccoli to a serving bowl, and keep warm. 3. Melt margarine in small heavy saucepan over medium heat. Add flour, stirring until smooth. 4. Cook 1 minute, stirring constantly. Gradually add orange rind and orange juice, cook, stirring constantly, until mixture is thickened and bubbly. Add broccoli back into pan with sauce, toss to combine, pour broccoli onto serving plate.
