Instructions: Coat a pot with nonstick spray and warm it over medium-high heat for 1 minute. Add the turkey and saute until well browned and cooked through, about 8 minutes. Transfer the turkey to a plate. Add the potatoes, onions, carrots, parsnips, thyme, pepper, and water to the pot. Bring to a boil over medium-high heat, salt to taste, then reduce the heat to low. Cover and simmer, stirring occasionally, until all the vegetables are tender, about 10 minutes. Return the cooked turkey to the pot. In a bowl, whisk the milk and flour. Add to the stew. Cook, stirring constantly, until the stew thickens and boils. Cook for 2 minutes more, and serve.
