Instructions: Combine 1 cup of water, the dry milk, chives and flour in an electric blender and mix thoroughly. Add corn and blend until corn is chopped fine. Pour soup into a heavy saucepan. Add remaining water and heat slowly, stirring well. When soup comes to a boil, simmer for 1 to 2 minutes. Add salt and pepper to taste.
