COMBINE BUTTER OR MARGARINE WITH FLOUR AND PEPPER; ADD TO MILK, STIRRING CONSTANTLY. COOK 5 MINUTES UNTIL THICKENED. 5. ADD BEEF TO SAUCE; BLEND WELL. NOTE: 1.
