Instructions: In a skillet, combine the beef, onion and green pepper. Crumble up the meat as it cooks. Drain fat from the pan. Add the beans, cheese, chili powder and ketchup, mix well. remove from heat and let cool slightly. Place 1 tsp. of filling on each wonton wrapper and roll up, making sure the ends are inside. Seal the edge with a little water. Heat the oil to 375. Fry a few at a time, for about 30 seconds, remove and drain on paper towel. These may now be kept warm in the oven while you fry the rest. We like these with a dipping sauce made of equal parts sour cream and hot salsa, or warmed taco sauce.
