Instructions: In a large bowl whisk together flour, sugar, baking powder and soda, salt and cardamom.
In separate bowl whish together yogurt, orange juice, oil and eggs; pour pver flour mixture. Sprinkle with cranberries. Stir just until dry ingredients are moistened. Spoon batter into greased or paper-lined muffin cups, filling 3/4 full. Topping: Combine sugar with orange rind; sprinkle 1 tsp over batter in each cup. ** Make ahead: cover with plastic wrap and freeze up to 2 days.
