Instructions: Preheat the oven to 350 degrees.
In a medium bowl, combine the graham cracker crumbs, 1/4 cup cocoa, the sugar, and butter; mix well. Press firmly over the bottom of an ungreased 9- by 13-inch baking dish. In a medium bowl, beat the sweetened condensed milk, flour, egg, vanilla, baking powder, and remaining 1/4 cup cocoa; stir in the walnuts. Spread evenly over the graham cracker crust. Sprinkle with the chocolate chips. Bake for 25 to 28 minutes, or until a toothpick inserted in the center comes out clean. Let cool, then cut into bars. This recipe yields 12 to 15 bars.
