Instructions: Blend flour and brown sugar. Cut in butter with fork or pastry blender.
Spread evenly in greased 9x13-inch pan. Press down firmly. Bake 10 minutes at 150 degrees. FILLING: Mix flour, baking powder and coconut; set aside. Beat eggs; add brown sugar, vanilla and salt.
