Instructions: Lightly coat a medium saucepan with nonstick cooking spray. Add onion and celery and cook over medium heat until tender (about 5 minutes), stirring occasionally. Sprinkle flour over vegetables in pan and stir until flour is browned, about 3 - 4 min. Stir in turkey or chicken broth and evaporated skim milk. Bring to a boil, reduce heat and simmer until thickened, about 10 min. Strain to remove vegetables. Season with salt and pepper to taste.
