Instructions: In dutch oven size pan melt margarine. Add flour and stir until smooth. Add 2 cups water, stir until smooth. Add 3 cups more water, carrots, celery,potatoes, mixed vegetables, tomatoes, bouillon cubes, salt, pepper and garlic. In separate pan brown meat and cook onion. Drain. Add to dutch oven. Simmer 1 1/2 hours. Freezes well.
