Instructions: In large skillet, heat oil and saute onion for 2 minutes. Add celery, carrots, and zucchini, and saute for 1 minute. Add tomatoes, water, basil, garlic powder, salt, and pepper. Simmer 2 minutes more. Arrange fish fillets on top of vegetables. Cover and simmer 3 minutes. Serving size is 1 fillet and 1 cup vegetables.
