Instructions: Sprinkle salt over cut cabbage and let stand 1 hour. Squeeze out fluid. Mix cabbage, celery and pepper. Next mix the remaining ingredients and heat to a boil. Boil 1 minute. Cool and pour over cabbage mixture and freeze. Thaw before serving. One medium head serves 8 to 12.
