Instructions: Combine sygar and cocoa in a small saucepan. Stir in water. Cook and stir over medium heat until mixture comes to a boil. Reduce heat and boil gently for 3 to 4 minutes. Remove from heat. Stir in margarine and vanilla. Cool.
