Instructions: Cook ground meat in small amount of water in skillet; drain. Place in large pan and add onion and green pepper; saute. Stir in potato soup, broth, cream and milk; bring to boil. Add broccoli, cauliflower, corn, dill and parsley. Boil for 5 minutes; then simmer for 40 minutes, until vegetables are tender. Sprinkle servings with chopped chives.
