Instructions: Heat butter in skillet with cover. Add cabbage and water. Cover and simmer 12 minutes. Remove cover, turn up heat and continue cooking, still stirring until moisture is absorbed by cabbage and cabbage browns slightly. Turn heat low. Sprinkle in flour, salt and pepper. Cook, stirring constantly for 3 or 4 minutes. Stir in sour cream. Heat.
