Instructions: Cream margarine and sugar together. Beat egg yolks, water, and vanilla and add to margarine and sugar mixture. Sift dry ingredients and add to first mixture. Spread on lightly greased cookie sheet. Spread chocolate chips evenly over mixture.

Prepare following for topping - 2 egg whites beaten until stiff. Fold in 1 cup brown sugar. Spread evenly over top of cookie dough. Bake in 350 degree oven about 20 minutes or until lightly browned or a toothpick inserted comes out clean. Cut into bars.

NOTE: The meringue topping and chocolate chips will melt down into the dough onto the bottom of the mixture.
