Instructions: Cook pasta according to package directions; drain. heat oil in large skillet over medium heat. Add onion, jalapeno, garlic and bell pepper; cook and stir for 3 minutes or until softened. Stir in tomatoes with liquid. Simmer 10 minutes, stir occasionally. Stir in black-eyed peas, vinegar and cilantro. Simmer for 10 minutes more.Season with salt and black pepper. Pour over hot pasta; toss to coat. Serve immediately.
