Instructions: Boil potatoes in jackets. Peel and slice thin. Fry and drain bacon on paper towel and crumble. Saute celery and onion in bacon fat. Then add the sugar, salt, pepper and flour. On low heat, cook, stirring until bubbly and is smooth. Add water and vinegar and boil 1 more minute, stirring constantly. Pour over sliced potatoes and crumbled bacon. Serve warm.
