Preheat oven to 350 degrees. Prepare cake, according to package directions with eggs, water and oil. Spoon into greased-and-floured 9-by 13-inch baking pan. Bake, according to package directions, until toothpick inserted in center comes out clean. Immediately after baking, use handle of wooden spoon and punch holes over entire cake. Pour sweetened, condensed milk and ice cream topping slowly over cake, allowing liquids to soak in. Refrigerate until cool. Frost cooled cake with whipped topping, then top with crushed candy.
