Generously grease cookie sheet. Layer 1/2 the cheddar, all the pepper rings, all the Monterey jack, the rest of the cheddar. Blend eggs, milk, flour, and garlic powder. Pour over the cheese mixture. Sprinkle paprika on top. Bake at 350 F for 45 minutes. May serve hot or cold.
