Instructions: Combine 1 cup water and the rice flour in a small saucepan over medium-high heat. Bring to a boil, stirring constantly. Remove from heat, and allow to cool. The mixture will look like glue.
Place cabbage in a large bowl. Sprinkle with 1 tablespoon salt. Stir to combine. To the cooled flour mixture, add remaining 1 tablespoon salt, the red-pepper powder, garlic, sugar, ginger, and scallions. Stir to combine. Add to cabbage, and stir to combine.
