Instructions: Brown meat and onion in butter, drain excess fat. Add tomato sauce, olives, chili powder, salt and pepper. In round 2 quart casserole, alternate layers of tortillas, meat sauce, and 1 1/2 cups cheese. Sprinkle remaining 1/.2 cups cheese over the top. Pour water at edge of casserole into bottom of casserole. Bake, uncovered at 400 degrees for 25 minutes. Remove cover and allow to stand
