Instructions: Heat oil over medium-high heat. Add rice, onion, celery and garlic. Saute about 5 minutes. Add chicken broth, water and lemon juice. Bring to a boil, reduce heat and simmer, covered 20 to 30 minutes. Stir in minced dill and pepper. Remove from heat. Cover and let stand 10 minutes. Garnish with fresh dill sprigs or lemon wedges if desired.
