Instructions: Combine lemon peel, salt, pepper, and 1 cup flour. Blend in water, cover and refrigerate for 30 minutes. Heat 1 1/2 to 3 inches of oil in deep skillet. Coat fish with flour and dip in batter. Fry a few pieces at a time until golden-brown. Drain on paper towel.
