Instructions: In large skillet, combine water, onions, lemon slices, salt and pepper.
Bring to a boil. Reduce heat; simmer 5 minutes to blend flavors. Add fish. Cover; simmer 6 to 8 minutes or until snapper flakes easily with fork.
