Instructions: Cook meat, onion and green pepper in a large skillet over medium heat until meat is browned, stirring until it crumbles. Drain and pat dry with paper towels; set aside.
Combine cream cheese, cottage cheese, liquid egg, parsley and onion powder. Stir in 1/4 cup parmesan. Spread 1/2 cup pasta sauce in bottom of 13- x 9-inch baking dish coated with cooking spray. Place 4 noodles over sauce (noodles may overlap slightly in center). Spoon half of cream cheese mixture (about 1 1/2 cups) over noodles. Sprinkle half of meat mixture (about 1 1/2 cups) over cream cheese mixture. Sprinkle 3/4 cup mozzarella over meat mixture. Top with 3/4 cup sauce. Repeat layers. Place 4 noodles over sauce; top with remaining 1 cup sauce. Sprinkle remaining mozzarella and Parmesan cheese over sauce. Bake, uncovered at 350F for 35 minutes or until bubbly.
