Instructions: Place rack in center of oven, and heat to 350 degrees. In a medium bowl, whisk together matzo cake meal, potato starch, and salt. Set aside. Lightly grease a baking sheet with margarine; set aside.
Place margarine in a large bowl. Using a handheld electric mixer, beat until creamy. Gradually add 2 cups sugar, beating until light and fluffy, about 2 minutes. Add eggs, one at a time, beating well after each addition, until fluffy, about 2 minutes more. Add dry ingredients, one cup at a time, beating well after each addition. Add 1 1/4 cups chocolate chips and walnuts, and stir to combine with a wooden spoon. The dough will be very sticky. Divide dough in half. Place on prepared baking sheet. With hands, pat into a rough rectangle, about 8- by 6- by 1-inch. Sprinkle with remaining 4 teaspoons sugar and cinnamon. Top with remaining 1/4 cup chocolate chips. Bake until firm and golden, 40 to 45 minutes. Transfer to wire rack to cool for 10 minutes. While warm, transfer to cutting board, and cut crosswise into 3/4-inch pieces.
