Instructions: Place the bell peppers, tomatillos, chile, jalapenos, onion, water, vinegar, lime juice, sugar, salt, allspice, and ginger in a saucepan and cook over medium heat for 15 minutes. Let cool to room temperature and then refrigerate at least 2 hours before serving. Just before serving, spread puff pastry squares or tortilla chips with a touch of fat-free cream cheese, top with a spoonful of the chile mixture, and garnish with a sprig of cilantro and a slice of black olive.
