Instructions: In a medium bowl, combine the steak and flour; toss to coat well.
Coat a nonstick soup pot with nonstick cooking spray and heat over medium-high heat. Add the beef, sprinkle with the garlic powder, onion powder, salt, and pepper. Saute for 3 to 5 minutes, or until the steak is browned on all sides. Add the carrots, celery, and broth; cover, reduce the heat to low, and simmer for 40 to 45 minutes.
