Instructions: In a medium saucepan on medium heat, cook first four ingredients until the mixture thickens (about 30 minutes), stirring frequently. Bring water to a boil and mix in rice, raisins and salt. Let boil 1 minute, reduce heat to low, cover, and let simmer until fully cooked (20 minutes). Turn heat off, but leave rice on burner so it will become fluffy. Preheat oven to 350 degrees F. In an oven-proof casserole, mix cooked rice with milk, transfer to heated oven, and bake for 20 minutes. Discard cinnamon sticks. Serve warm or cold sprinkled with cinnamon.
