Instructions: Cut tops off peppers & remove seeds. Put in boiling water, and boil 6 minutes. Remove and set aside. Combine hamburger, onion, and celery, and cook until done. Drain off grease. Stir in rice, 1 cup salsa and chilies.
Fill peppers with hamburger mixture. Arrange in pan. Top with cheese and salsa. Put a little water in pan. Cover tightly. Bake at 350 F. for 45 - 55 minutes. Email this Recipe:
