Instructions: Cook onion in butter until tender, but not brown. Blend in flour, salt and pepper. Add milk all at once. Bring to a boil, stirrlng constantly. Remove from heat and add shredded cheese, stirring until melted. Garnish each serving with paprika and snipped chives.
