In a small saucepan, combine the orange juice, orange zest, garlic, herbs, vinegar, mustard, sugar, and cornstarch. Bring to a boil over moderate heat, whisking occasionally. Simmer the mixture, stirring until lightly thickened. Remove from the heat. Heat the broiler. Arrange the chicken wings on the broiler pan. Broil about 6 inches from the heat for 5 minutes on each side. Add seasoning, then liberally baste the wings with the glaze. Broil 3 minutes more on each side, or until cooked through.
