Instructions: In a large saucepan over medium-high heat, melt margarine. Add onion and celery and saute 3 minutes. Add rice and saute 2 additional minutes. Add water, broth, raisins and orange peel. Bring to a boil, then reduce heat. Cover and simmer 30 to 40 minutes.
