Spray wok or large skillet with cooking spray; heat over medium heat until hot. Add onion, bell pepper, gingerroot, and garlic; spray with cooking spray and stir-fry until tender, 3 to 4 minutes. Add green beans and water chestnuts to wok; stir-fry until beans are crisp-tender, 5 to 8 minutes. Stir in adzuki beans, vinegar, and soy sauce; cook 1 to 2 minutes longer.
